By way of the Kafra Corp., have yourself warped from Morroc > Comodo > Umbala

REQUIREMENTS:
MASK (Smile mask or Goblin Masks will do)
10 Oil Paper
5 Smooth Paper
1 Chinese Ink (Squid Ink)
1 Feather of Birds

Head over to the chieftain's house at Umbala(Umbala 66 250) and talk to Utan Tribe Chief, Karutakan(um_in 39 122). Talk to him, and he'll tell you he knows you have difficulty in understanding the people so he'll offer to help you.

He'll ask you to bring:
10 Oil Paper
5 Smooth Paper
1 Chinese Ink (Squid Ink)
1 Feather of Birds

Return to him with the Ingredients and you can now understand the Umbala people!
Umba--umbababa!!
